Flood-Prone Property Buyout Program

The City of Garland adopted Ordinance No. 7382 creating the “Voluntary Flood-Prone Property Buyout Program” for residential properties susceptible to creek flooding.  

The program provides  the opportunity for relief to affected Garland residents by allowing the City to make an offer to purchase frequently flooding properties located in the floodplain or floodway. 

Those properties are restored to their natural flood functions promoting the health, safety and welfare of the residents.  In order to leverage taxpayer dollars, the City will follow the Federal Emergency Management Agency’s (FEMA) requirements, processes and procedures to maintain eligibility for federal grant funding.
